The Office of the Penn Township Constable provides professional court-related, civil-process, transport, peacekeeping, and support services throughout Westmoreland County and, when appropriate, other areas of Pennsylvania.
Services are subject to legal authority, documentation, location, availability, safety considerations, and applicable fees. Contact the office if you are unsure whether your request falls within the services described below.

The Office of the Penn Township Constable provides contracted, uniformed peacekeeping and protective services for businesses, organizations, institutions, events, and private clients.
These scheduled assignments provide a visible professional presence intended to deter disorder, protect people and property, help maintain a safe environment, and respond appropriately when incidents occur.
Each request is evaluated individually. Staffing, duties, equipment, scheduling, and the scope of service will be established before an assignment is accepted. Larger or higher-risk details may require additional personnel or coordination with the local police department, property owner, event organizer, or another appropriate agency.
Peacekeeping services do not replace the jurisdictional police department or emergency services. No protective service can guarantee that criminal activity, injury, property damage, or other incidents will not occur.
Fees may depend on the assignment’s duration, location, risk, required staffing, travel, equipment, and scheduling requirements. Minimum service periods and advance payment may apply.

*For event/venue security and access-monitoring assignments, the Constable’s Office provides supplemental peacekeeping support only. The office will not conduct searches or security screening and will not replace a venue’s private-security personnel or security plan.

Service attempts are documented, and an affidavit or return of service may be provided when appropriate. Standard, priority, and special-handling requests may be available depending on the assignment.

A property-retrieval standby provides a professional on-site presence while an individual retrieves personal belongings from a residence, business, or other location.
The constable does not decide ownership of disputed property, authorize entry, provide legal advice, or permit removal of items contrary to a court order or the property owner’s lawful direction. Relevant orders, written agreements, and a list of the property should be provided before scheduling.

Warrant services may be performed when lawfully assigned or authorized by a court or other appropriate governmental authority.
This service is not available as a private request to have another person arrested. Private individuals who have information concerning a warrant should contact the issuing court or the appropriate law-enforcement agency.

A professional, neutral presence may be provided during a scheduled child-custody exchange to help maintain order and document what occurs.
The constable does not mediate disagreements, interpret or modify custody orders, decide which party is correct, or forcibly transfer a child without appropriate legal authority. Participants remain responsible for complying with the applicable custody order.
Advance scheduling and a copy of the current custody order may be required.

Address and location research may be available in connection with lawful process service, court matters, judgment enforcement, or other legitimate assignments.
Available information may be used to develop possible service addresses or contact information. Results are not guaranteed, and the office will not perform unlawful surveillance, obtain protected records without authorization, or provide information for harassment or other improper purposes.

Secure prisoner and defendant transportation may be provided for courts, correctional facilities, and other authorized governmental agencies.
Assignments may include transportation to or from:

County correctional facilities
Arraignments and hearings
Authorized medical or mental-health facilities
Other court-approved destinations
Transport service is available only through an authorized court, agency, or facility request. It is not a private transportation or rideshare service.

Records-retrieval assistance may be available for attorneys, businesses, agencies, and private clients who need publicly available or properly authorized records.
Assignments may include retrieving or obtaining copies of:

Docket information
Public municipal or county records
Filed documents
Other records available through lawful request
Availability, access charges, copying fees, certification fees, travel, and processing time depend on the agency maintaining the records. The office cannot guarantee that a record exists or that the custodian will permit its release.
